Networks at the boundary
ElectricityE2CIntermittent network
Énergie Électrique du Congo serves Brazzaville and Pointe-Noire, fed by the Imboulou and Moukoukoulou dams and the Djeno gas plant. The network exists in town but cuts are regular: standby power is still the rule on a site.
WaterLCDEIntermittent network
La Congolaise des Eaux runs urban distribution. The country is very wet and raw water is not scarce; treatment and network are, so a storage tank is the norm.
Building permit
building permit (permis de construire)
This is the name it is applied for under locally. The design, drawings and permits package carries it in the estimate.
How it is obtained
- Secure and evidence tenure over the plot: a titre foncier, or one of the precarious titles set out in the 2018 land law, being a permis d’occuper, a transfer contract or an order recognising customary land. The permis d’occuper is issued only at the mairie centrale, not the arrondissement; Brazzaville states its cost as 10,000 XAF plus survey costs where a delimitation is needed.
- Have the drawings produced and signed by an architect on the roll of the Ordre des architectes du Congo, as article 11 of Loi 6-2019 requires: site plan, floor plans, sections and elevations, with a structural note from a civil engineer where the design calls for one. Fees are privately negotiated.
- Assemble the file: application form, proof of ownership or the contract linking the owner to the builder, identity document, a party-wall attestation signed by the neighbour where you build on the boundary, and the architect's drawings.
- File at the planning desk of the competent authority, the mairie d’arrondissement for a villa, and take a dated filing receipt. Pay the charge at the secretariat: the mairie says only that it follows total built area and that the figure must be obtained there.
- Technical vetting: the arrondissement planning delegate validates the architect's drawings and the planning and construction services check conformity. The mairie is explicit that the permit is not issued until that check is done.
- Issue of the permit order, to be displayed on site. Start work within its validity period and notify the opening of the site to the same planning service.
- Inspections during the works by the planning service, then a declaration of completion and a request for the certificate of conformity from the authority that issued the permit.
- Apply to E2C for electricity and LCDE for water, against the permit and the conformity papers.

Who handles it locally
No professionals on record for this country. The permit is still applied for under that name.

A grid, not a single wage, set by SMIG. A day rate quoted below its category floor fails the test suite.
