A site can reasonably start from a connection, which is true of only three markets here.

  Supply is run by county water companies (Nairobi Water, Mombasa Water and others) since devolution. The network exists in town but rationing is common in Nairobi, where demand has outrun the dams: a storage tank is the norm and a private borehole ordinary on the fringes.

8. Certificate of Occupancy (Certificate of Completion) + KPLC / water utility connections.
