  Eskom generates and transmits; distribution is often municipal (City Power in Johannesburg, the City of Cape Town). The network reaches almost all urban building, the question is continuity, not presence. Load shedding has reshaped the market: since 2022 battery-inverter systems have largely replaced generators in housing, which has happened in no other market here.

  Distribution is municipal, supplied in bulk by regional operators such as Rand Water. A connection is the norm and the water is drinkable from the tap, neither of which is true of any other market here. But reliability has slipped: the 2018 Cape drought and Johannesburg’s repeated outages since 2024 have made storage tanks ordinary in housing.

How it is obtained

1. Appoint a SACAP-registered architect, and a structural engineer where one is required. Only a SACAP-registered person may draw and submit plans, and the competency appointment form is lodged with them (section 3 of Act 103 of 1977).
2. Confirm land-use rights with the municipal land use management department, under SPLUMA and the city planning by-law. A rezoning or a consent use is a separate and much longer application, commonly 9 to 18 months.
3. Register the builder with the NHBRC and enrol the home at least 15 days before construction starts. The NHBRC publishes an initial application fee of R745.61 and annual membership of R526.32; home enrolment scales with the value of the house. An owner-builder may apply for exemption but forfeits the five-year warranty.
4. Lodge the full set with municipal building control: site plan, floor plans, sections, elevations, SANS 10400-XA energy compliance, drainage layout, engineer's certificates and the title deed. The plan scrutiny fee is payable in full on submission and is not refunded if the plan is refused.
5. Completeness check, then technical assessment against the Act, SANS 10400 and the zoning scheme, with circulation to the other city departments. Answer any request for further information within the period set, typically 7 to 21 working days, or the application lapses.
6. Decision: the Act allows 30 days for a building under 500 m² and 60 days at or above it, from a complete application. Reported real timelines run 4 to 8 weeks for a simple compliant submission, commonly 4 to 18 weeks, and two to six months where there is a backlog or a resubmission. Approval lapses if work does not start within 12 months.
7. Before breaking ground, lodge the notice of intention to commence work with the building inspectorate, then build under mandatory municipal inspections and NHBRC stage inspections.
8. On completion, apply in writing for the certificate of occupancy under section 14: the local authority must issue or refuse it within 14 days of that written request, supported by the engineer's, electrical, plumbing and glazing certificates. Occupation before the certificate is unlawful.
