What this country imposes on a build: the networks, the permit, the legal wages, the VAT and the bodies that collect.

Networks at the boundary

ElectricityREGIntermittent network
Rwanda Energy Group generates and distributes. Access rates have multiplied since 2010 and urban coverage is good; cuts remain common but short. An urban site can reasonably start from a connection.
WaterWASACIntermittent network
The Water and Sanitation Corporation serves the cities. Rationing is frequent in Kigali, where demand has outrun production, so a storage tank is the norm. Rainwater harvesting is encouraged by the building rules.

Building permit

This is the name it is applied for under locally. The design, drawings and permits package carries it in the estimate.

How it is obtained

Confirm the plot zoning against the Kigali or district master plan and the 2022 zoning regulations, at the district one stop centre. Watch the plot size: no permit is issued for a house on a plot below 300 m². Single-family houses are handled by the district rather than by the City of Kigali.
Appoint an architect registered with the RIA and, above category 2, an engineer registered with the IER: KUBAKA checks their licences electronically. Establish your building category; category 2 covers small family homes, for which structural calculations, a bill of quantities and the green building compliance report are not required.
Lodge the new construction permit application on KUBAKA with the one stop centre, uploading the land title, the architectural drawings, the professional certification of the works, proof of current property tax payment checked against the RRA, and the environmental impact certificate where the category requires it.
Screening by the one stop centre and assessment by the review committee: the file is approved, returned with comments, or rejected, with notification by SMS and email at each milestone.
Pay the invoice raised after the director's approval, through IremboPay or the RRA. The Presidential Order published on 4 December 2023 sets RWF 20,000 for floor area up to 100 m², 100,000 above 100 and up to 200, 150,000 above 200 and up to 500, and 200,000 above 500. The invoice lapses after fifteen days.
Download the permit and, before starting, file the commencement notice and notify the district in writing of the technical supervisor of the works. Work must stop if the supervision contract changes, until the district is notified again.
Undergo the statutory site inspections, requested through the inspection notice service on the portal during construction.
On completion, apply for the occupancy permit on KUBAKA: it is issued after a final inspection confirming compliance, and it is required before anybody moves in.
