What this country imposes on a build: the networks, the permit, the legal wages, the VAT and the bodies that collect.
ElectricityZESCOIntermittent network
The state company serves the whole country and the network is extensive, urban electrification being among the best in the region. But Zambia depends on the Kariba and Kafue hydro: the 2024–25 drought drew the lake low enough to force about twenty hours of load-shedding a day, which the country had never seen. ZESCO has ruled out a return to nationwide load-shedding in 2026, with 2,510 MW under construction. A site that lived through 2025 plans for a generator anyway.
WaterLWSCIntermittent network
The Lusaka Water Supply and Sanitation Company serves Lusaka Province under the 1997 water and sanitation act, the other cities having their own regional utilities. The network has not kept up with the city’s sprawl: much of the periphery is on a private borehole and a tank. The dolomitic karst gives plentiful water but water very open to contamination from the surface, which makes on-plot sanitation matter more here than elsewhere.
building permit (Urban and Regional Planning Act No. 3 of 2015)
This is the name it is applied for under locally. The design, drawings and permits package carries it in the estimate.
Read on 2026-08-30 from the published guides. Regulatory text ages differently from a price: a fee changes with a finance act, not with a shortage. Check it against the ministry before relying on it.
No professionals on record for this country. The permit is still applied for under that name.
A grid, not a single wage, set by Minimum wages order. A day rate quoted below its category floor fails the test suite.
